The World Indigenous Nations Higher Education Consortium (WINHEC for short) was launched with the signing of the Declaration on Indigenous People’s Higher Education on 5th August 2002. This historical event took place at Delta Lodge in Kananaskis, Calgary, Canada during the sixth World Indigenous Peoples’ Conference on Education (WIPCE) 2002. The Founding Member Nations of WINHEC included Indigenous peoples from Australia, the States of Hawaii, Alaska, Canada, Saamiland (North Norway), the American Indian Higher Education Consortium of the United States (AIHEC) and three Wānanga (Indigenous Universities) of New Zealand. Since then other countries have joined including Taiwan and Columbia 143 people signed the Declaration on the lawn under the stars.

WINHEC supports the Declaration on the Rights of Indigenous People, the Mataatua Declaration on Cultural and Intellectual Property Rights of the Indigenous Peoples (1994) as well as the Coolangatta Statement on Indigenous Rights on Education(1999) un the belief that Indigenous People have the right to be Indigenous.
